NSW:Orkopoulos whistleblower faces costs
SYDNEY, Aug 3 AAP - Gillian Sneddon, the whistleblower in the Milton Orkopoulos child
sex case, could lose more than a third of her damages payout after being ordered to pay
legal costs for the state of NSW.
NSW Supreme Court Justice Derek Price on Wednesday delivered his judgment against Ms
Sneddon, who believes the sum could be as much as $175,000.
The result means she will have to part with a portion of the $438,613 she received
in her case against Orkopoulos, who has been jailed, and her employer, the Speaker of
the NSW Legislative Assembly.
She was awarded the payout in June after a judge found the then NSW MP bullied and harassed her.
Ms Sneddon, 54, who worked in the Swansea electorate office of Orkopoulos, sued him,
the state and the Speaker.
She lost her bid against the state, but argued she shouldn't have to pay its legal
costs because of the "unusual circumstances" of the case.
She also claimed that having to pay would effectively deny her much of the benefit
of the verdict in her favour.
But the judge rejected that argument, saying it was the plaintiff's decision to embark
upon litigation with the Speaker and the State as defendants.
"I conclude, that the justice of the case requires that the state, the successful party,
be entitled to its costs," he said.
Ms Sneddon said she was harassed, bullied and victimised by the MP and co-workers in
the office for almost a year after reporting an October 2005 phone call.
The caller said he had been sexually abused by Orkopoulos since he was 15.
In 2008, the former Aboriginal affairs minister was jailed for at least nine years
for child sex and drugs offences.

SYDNEY, April 7 AAP - Scientists on board a Spanish research ship will look in the
central Pacific Ocean for traces of radioactivity from Japan's stricken Fukushima nuclear
plant.
The Malaspina Expedition, which arrived in Sydney last week, has completed half of
a world tour to assess the impact of "global change" on the ocean's ecosystem.
Professor Carlos Duarte, who is leading the expedition, said searching for radioactivity
was not part of the original plan for the seven-month trip.
But the Japanese nuclear plant was still releasing significant amounts of radioisotopes
and it made sense to track it.
"We are going to add an element of research to the south and north track along the
Pacific that was obviously not planned when we departed," Prof Duarte told reporters aboard
the research ship Hesperides on Thursday.
"We will monitor and assess the extent of contamination by radioisotopes in the central
Pacific Ocean."
The Fukushima nuclear reactors in northern Japan were damaged by the earthquake and
tsunami which hit the country on March 11.
Radioactivity of seawater near the Fukushima nuclear power plant reportedly reached
7.5 million times the legal limit last weekend.
"Nobody is (currently) looking at the central Pacific (for radioactivity) and this
type of expedition is very cumbersome logistically to plan," Prof Duarte said.
"The fact that we are at sea just now provides an opportunity to do this and share
the results with our colleagues."
The Hesperides, a vessel of the Spanish Navy, will leave Sydney on Friday and sail
first to Auckland.

SA:NSW men may identify Foley's basher
ADELAIDE, Dec 17 AAP - A group of men from NSW may hold the key to finding the man
who bashed South Australian Treasurer Kevin Foley to the ground.
The unprovoked assault occurred in the early hours of November 28 outside the Marble
Bar in Adelaide.
Mr Foley was king-hit as he sought a taxi after a working day that ended with a visit
to a bar with businessmen after his staff Christmas Party.
He had spent the Saturday facing protesters and surviving a call for leadership change
at the ALP state conference.
Police have released new CCTV images of the unknown man they believe hit Mr Foley.
The man can be seen with a group of men walking away from the bar on Waymouth Street
shortly after the assault.
"The group had been at the Marble Bar for several hours and spoke with numerous people
inside and outside the premises," police said in a statement on Friday.
"At this stage police believe the men are from NSW and have also released this information
to media in that state."
They are calling for anyone who may know the people to come forward.

Mr Rudd has defended his decision to take up the position.
"This appointment is entirely consistent with Mr Rudd's work as a member of parliament
should he be re-elected at the coming election," his spokesman said in a statement.
The panel's first meeting will be held in about one month's time, which is likely to
be only meeting this year, while there should be another two in 2011.
Mr Rudd, who will not be paid, had a "strong commitment to building on the international
agreements on climate change," the statement said.
The panel is expected to deliver its final report by the end of 2011, ahead of the
2012 UN conference on sustainable development in Rio de Janeiro.
Prime Minister Julia Gillard wasn't buying Mr Abbott's attack on Labor's so-called
"part-time ministers".
"He's probably trying to avoid answering questions on this (the economy) today, and
so talking about other matters," she told reporters in Adelaide.
She did not comment on Mr Rudd or his new role.

Hundreds of thousands of partygoers ignored forecasts of showers .. which didn't happen
.. to watch the first of two spectacular fireworks shows light up Sydney Harbour.
At 9pm (AEDT) .. the world-famous body of water burst into life .. with an eight-minute
family fireworks extravaganza igniting the overcast skies and mesmerising the crowds below.
The fireworks exploded from four barges on the harbour .. from the bridge and from
the roofs of nine city skyscrapers .. showering the city in a blaze of colour.
It's believed one-point-five million people are crowded around the harbour throughout
the evening .. with the larger 12-minute fireworks extravaganza kicking off at midnight.
The bill for Sydney's party this year is five million dollars.

Vic: Bail refused for Mokbel brother
MELBOURNE, Dec 4 AAP - The brother of alleged murderer Tony Mokbel has been refused
bail for the second time this year.
Horty Mokbel, 45, was committed to stand trial on Wednesday on drugs charges.
Mokbel applied for bail, on Thursday, arguing his two years in custody constituted
exceptional circumstances.
Melbourne magistrate Peter White refused the application saying exceptional circumstances
had not been met.
Mokbel is alleged to have trafficked a large commercial quantity of methylamphetamines
between April 2006 and April 2007.
He is also alleged to have possessed equipment for the manufacture of drugs.
Mokbel will appear in the Supreme Court for a directions hearing on December 18.
Magistrate Amanda Chambers refused bail for similar reasons in October.

News Limited says the former Queensland governor has told official secretary Malcolm
Hazell to find another job.
Major-General Michael Jeffery, who will soon leave the position of the Queen's representative,
reportedly confronted his successor when they met in Brisbane last week.
News Ltd says Ms Bryce will install her own preferred senior staff when she becomes
Australia's 25th governor general on September 5.
The paper says the prime minister's office has denied playing any part in dumping Mr Hazell.

which drove slowly past waiting media.
Hicks, with closely cropped hair, was to be driven to a secret location in Adelaide

CANBERRA, April 5 AAP - Nationals senator Barnaby Joyce says the federal government
should overlook Treasury's advice more often when making policy decisions.
His comments come after Treasury secretary Ken Henry, Australia's most senior economic
bureaucrat, told an internal forum in March that his department had had little influence
on the $10 billion rescue package for the Murray-Darling basin.
In the speech, Dr Henry lamented that the government had not followed his department's
advice on water and climate change policy.
Senator Joyce said today Treasury was not the arbiter of good public policy, and in
the past had advised against worthy proposals.
"I think there's probably lots of plans that would be much better if they didn't go
past Treasury," he told ABC radio.
"Obviously at the end of the day, we've got to go to the election, not Ken Henry.
"There are a lot of things that I feel would probably be of great benefit to the nation
- going right back to the time where Treasury knocked out the railway line between the
coal mines of north Queensland and the iron ore mines of Western Australia.
"That would have been a great benefit had the Treasury agreed to that."
Senator Joyce said Prime Minister John Howard and Environment Minister Malcolm Turnbull
had made the necessary tough decisions on reforming water arrangements in the Murray-Darling
basin.
"At the end of the day it's not Mr Henry that has to go before the Australian people," he said.
"There are times where, to get something done, you have to make a decision and I think
that the prime minister and Mr Turnbull did that."

A total fire ban's been declared in the ACT today .. as forecasters predict high temperatures
and strong winds.
Combined with huge fuel loads around Canberra .. the weather is set to create the most
dangerous fire conditions since the devastating fire storm of almost three years ago.
And there are doubts about whether a major fireworks show tonight will go ahead.
The ACT Fire Brigade says a wet winter and spring has produced tall grass around the
capital .. which has dried with little rain in December.
The Bureau of Meteorology is forecasting 38 degrees for both today and tomorrow ..
with strong northwesterly winds.
Meanwhile .. the ACT government says no decision will be made on the fireworks show
until this afternoon.

Fed: Firefighters bring ACT blaze under control
CANBERRA, Dec 29 AAP - Firefighters have brought under control a grassfire which damaged
up to four homes in the Canberra suburb of Yarralumla.
More than 20 fire units from the ACT and NSW and water-bombing helicopters are at the fire.
Believed to have started near the Old Canberra Brickworks just before 2pm (AEDT), it
was fanned by a a strong westerly wind.
Fire officers say the blaze has damaged three properties in Schomburgk (Schomburgk)
Street, which borders the brickworks site. Another home is believe to be smoke-damaged.
The acting chief officer of the ACT Fire Brigade, Chris Maguire, said the fire was now contained.
"The situation now is that the fire is well and truly contained," he told local ABC
Radio just before 4pm (AEDT).
"Basically, it has come through the reserve and pushed through a residential precinct
at the end of Schomburgk Street.
"We've had three residences there which have been damaged by fire, two quite severely
and a fourth residence which may have some smoke damage."
Units from the ACT Fire Brigade, the ACT Rural Fire Service and the NSW Fire Brigade
were called out.
Superintendent Conrad Barr, from the ACT Fire Brigade, said helicopters had been multi-rolled.

The irreverent pop culture trivia game "You Don't Know Jack," popular on PCs in the '90s, is back. The game, developed by Chicago-based Jellyvision and published by THQ, hits stores today with new episodes and questions. This version ($29.99) is available for 360, Nintendo DS, PC, PS3 and Wii.
Set up like a television game show, "Jack" comes complete with an unseen announcer (voice of Tom Gottlieb) and commercials. It begins in the green room, where production assistants brief you and up to three other contestants on how the game is played.
The video game contains 73 "episodes," each featuring 11 questions. Additional episodes with new questions are available for purchase via download on the 360 and PS3.
While the new game stays true to the spirit of the original 1995 title, Jellyvision's Allard Laban said the update doesn't just feature brand new questions.
"One big difference from when we made the original game in 1995 is that pop culture is so fragmented," he said. "We had a whole lot more to draw from with the Internet, YouTube and social networking."
The game's head writer, Steve Heinrich, said the game reflects a Chicago sense of humor.
"We advertised for additional writers at Second City, iO and in comedy clubs, had several hundred people apply and whittled that pool down to the best six," he says.
Second City comedian Tim Sniffen, who worked on previous versions of the game, returned for the latest entry and contributed many of its segues.
"It's a trivia game, but there's a lot of humor built in," Laban said.
"You Don't Know Jack," a popular trivia game from the 1990s, is being released today by Chicago's Jellyvision.

New technology, the euro and the boom in no-frills airlines are all having an effect on jetsetting executives. Travel Editor Lisa Piddington reports.
Cutting queues: For 60 per cent of business travellers, speed of service is most important when checking in.
International corporate travellers are turning to the latest in new technology to cut company costs and speed up their work, according to a major new survey.
The fourth American Express Corporate Travel Barometer - conducted at the Business Travel '99 exhibition in February - asked executive travellers their views on the corporate travel industry.
"The pressures facing travelling executives are greater than ever.
"The globalisation of the world economy is creating increased demand for corporate travel, but at the same time economic uncertainty is forcing companies to become more cost conscious," said Mr Iain Robinson, American Express Head of UK Corporate Travel.
"Our survey shows corporate travellers are turning to new technologies, such as self-booking solutions, to help them manage their time and money more effectively."
The survey revealed:
Mobile Working: Being able to work effectively on the move is increasingly important for corporate travellers. Almost all (98 per cent) said mobile working is important or very important for company productivity, and viewed new technology as indispensable.
Two fifths (39 per cent) of respondents said e-mail is vital for staying in touch with colleagues, compared with 32 per cent who relied on mobile phones.
Just under a third (30 per cent) of those surveyed access their e-mail three or more times a day when travelling and 45 per cent once or twice a day.
Looking into the future, the Internet is forecast to continue revolutionising the way corporations do business. More than half (55 per cent) said the Internet will be the most important new technology in the Millennium. Of those surveyed, 13 per cent believe smart cards will change the face of corporate travel, with applications ranging from electronic cash to e-ticketing.
Self-booking technology: These methods are becoming more popular with time-conscious executives. About 84 per cent say they are looking forward to self-booking to help them plan their travel and book accommodation. A quarter predict self-booking technology will be the most important new technology of the future.
Nearly three fifths (59 per cent) say speed and the ability to book travel quickly are the main benefits of self-booking technology, while 15 per cent appreciate the flexibility of 24-hour access and 13 per cent cited ease of use. Cost savings achieved through self booking technology are seen as secondary benefits, one in ten said purchase and process savings were the most important advantage of self-booking.
Airport facilities: As productivity becomes increasingly important for the mobile workforce, corporate travellers are demanding improved facilities at airports.
More than a third (34 per cent) would like airports to provide virtual offices or workstations, 16 per cent want meeting facilities and nine per cent video/teleconferencing.
Airline check-in: For 60 per cent of corporate travellers, speed of service is most important when checking in for their flight; 14 per cent would like a separate check-in desk for business travellers to speed up the process, while for a fifth (19 per cent) said courteous customer service was crucial.
For the busy traveller, wasted time at airports is a major frustration. A third complained about having to check-in early, while 27 per cent resented having to queue.
Flight delays were cause for complaint for 26 per cent of those surveyed. Only five per cent of respondents complained about the time taken to go through security clearance/passport control, compared with eight per cent last year and 41 per cent the year before.
'No Frills' airlines: These are becoming very popular with cost-conscious corporate travellers. About 40 per cent of corporate travellers have used no-frills airlines in the last 12 months and more than half plan to use them in the next year.
Flying is a time to relax: While mobile working is clearly on the increase, many business jetsetters still consider flying to be a time to relax from the pressures of work.
Quality over cost - hotels: The quality of the service was the most important factor in choosing a hotel for nearly half of those surveyed, compared to only 14 per cent who cited cost as the crucial factor.
Convenience was the second most important reason for selecting a hotel. More than a third (37 per cent) considered the distance of the hotel from the business venue before deciding where to say.
The main complaint about hotels was lack of flexibility, with 46 per cent resenting the inconvenience of having fixed check-out times, while 12 per cent wanted facilities to be available 24 hours a day.
The impact of the euro: The majority were enthusiastic about the introduction of the euro, although whether it will deliver the promised cost savings is in question. More than half thought the euro would have a positive impact on their business, compared to 11 per cent who thought it would be negative.
With the advent of the euro, 59 per cent said they would be using corporate cards to purchase goods and services in the 'in' countries, compared with 11 per cent who said they would use travellers cheques and 22 per cent who thought they would use cash.

Attention Michigan motorists: your seat belt works as a safety device preventing you from takeoff through your windshield, and wearing it could save you $65 as a statewide seat belt enforcement campaign kicks off today.
More than 200 local police departments, sheriff offices and Michigan State Police (MSP) posts in 35 counties are taking part in the Click It or Ticket campaign that runs through June 5 and includes the Memorial Day holiday. Motorists can expect more than 500 daytime seat belt enforcement zones and nighttime patrols to reinforce the importance of buckling up, day and night, because seat belt use falls sharply during late night/early morning hours.
"Seat belts are a motorist's best defense in the event of a crash," said Michael L. Prince, Office of Highway Safety Planning director. "This two-week enforcement campaign is an effort to remind motorists to buckle up and more importantly, save lives."
Research shows when seat belts are used properly, the risk of being killed in a crash is reduced by nearly 50 percent. Although Michigan is among the top rated states in the country in seat belt usage, its use rate decreased to 95.2 percent in 2010 compared to an all-time-high rate of 97.9 percent. The last time the state's belt use rate decreased was in 2007, when it dropped to 93.7 percent from 2006's 94.3 percent use rate.
To help address this dip in belt use, five additional counties are taking part in this year's enforcement effort.
In 2010, the state saw its traffic fatalities increase by 8 percent, from 871 deaths in 2009 to 937. According to the MSP Criminal Justice Information Center, more than half of the state's passenger vehicle occupants who died last year were unbuckled - 321 people. In addition, 15 people died over the Memorial Day holiday period in 2010, the unofficial start to the state's summer travel season.
The campaign, which includes promotion through radio, television, cable and internet advertising, is funded through federal traffic safety dollars earmarked for traffic safety programs. These funds allow for additional police officers to be out on the road on overtime and not to redirect regularly scheduled patrols.
Michigan law requires all drivers, front seat passengers and passengers 15 and younger in any seating position to be buckled up. Children must be in a car seat or booster seat until they are 8 years old or 4'9" tall.

Mass Technology Leadership Council Issues Annual State of the Industry Report; Survey of Region's Tech Businesses Show Increase in Services Offerings, Growth in Foreign Distribution.(Industry Overview)
BOSTON -- According to survey results announced by the Massachusetts Technology Leadership Council today, services are an increasingly important part of businesses in the Bay State, with growing numbers of companies wrapping services around their technology products. Nearly 50 percent of the respondents reported they offer both a product and a service, up from 40 percent reported in last year's survey.
This year's survey also indicates that companies have increased foreign distribution of their products and services over last year, with 37 percent reporting distribution outside the U.S., up from 27 percent in 2004.
The survey results were announced in conjunction with the release of The Complete Guide to the Massachusetts Software Industry, the Council's directory of the companies and annual report on trends in the Massachusetts software industry. The 2,655 companies included in the directory currently employ 118,976 employees. The guide is available for sale on the Council's website at www.masstechleaders.org.
This year's survey continues to show that smaller companies are fueling the region's technology industry. More than 70 percent of the respondents employ 25 or fewer people and 52 percent employ 10 or fewer people. In addition, 68 percent of the companies reported $5 million or less in revenues, while only 10 percent of the companies reported revenues of more than $50 million.
"The state's software industry has grown threefold since the first Mass Software Council survey in 1989, and the trends identified this year are evidence of some of the changes that have driven this growth," stated Mass Technology Leadership Council President Joyce L. Plotkin. "The software industry continues to be a major employer and a key economic engine for the state, and the increased focus on software services and on business outside the US are two important trends that highlight the industry's vision for success in the future."
While the survey indicates slightly fewer companies and jobs in 2005 compared to last year, revenue per employee is up, with software industry revenues remaining steady at $10.5 billion. Last year's directory listed 2,781 companies employing 124,807 employees.
Additional survey findings include:
--89 percent of the companies are privately held.
--12 percent are owned by women and minorities.
--28 percent concentrate on horizontal market applications.
--23 percent provide Internet products and services.
--22 percent are currently receiving or have previously received venture funding; 68 percent have never been venture funded; while 10 percent of companies are seeking venture funding.
The Council has also begun to track emerging areas of technology growth, such as RFID, robotics, and embedded software for inclusion in this year's annual directory. Future editions will provide statistics on the growth of these specific areas.

Bulls' Elton Brand growing weary of losing.

CHICAGO _ Watch, if you can, an entire Bulls game. Look down near the basket, where forward Elton Brand is facing double-teams consistently and triple-teams occasionally. Magician David Blaine, frozen in a block of ice, has more room to operate.
But defenders are hardly Brand's most formidable opponent these days. They can be overcome with a head fake, a power move and a feathery soft touch.
Brand's biggest challenge is the wearying and corrupting forces of losing. This is a player whose junior high team went 33-1, who won two state championships in high school and who lost at Duke about as often as people spell Mike Krzyzewski's name correctly.
And now he enters each game with his lunch bucket and his pride and emerges with the lunch bucket, minus the lunch money. With 78 losses in his first 96 NBA games, Brand is the star of a Bulls team getting bullied about _ they'll take a 1-13 record and a nine-game losing streak into Thursday's game at comparably inept Atlanta.
"This year is more difficult," Brand said after a three-hour practice on Wednesday. "Last year I didn't know what to expect. This year I thought it would be a little better, so it is tougher to deal with.
"This hurts. I come into every game with the mindset we can win. Losing game after game, I just don't want to become numb to it. I never want to be just like, `Oh, well, we lost another game.' And I won't."
And therein lies one of Brand's best attributes. Beyond the double-figures totals in points and rebounds he seems to achieve every night, beyond the improving defense and the rock-solid work ethic, Brand has an aversion to losing. He feels each loss and feels it deeply, which makes his consistent performances and outward professionalism all the more impressive.
"I come out to play every night," Brand said. "That's just in me. That's just who I am."
Brand is averaging 18.1 points and 10.4 rebounds, numbers eerily similar to the 20.1 points and 10 rebounds he averaged during his rookie season. Given that he is putting up such numbers in the face of such defensive pressure, a case could be made that Brand is having a better sophomore season.
Those numbers also fail to weigh the psychological benefits a frightfully young team derives from knowing it has at least one constant positive, one rock.
"You hate to say it this way, but his numbers are almost a necessity with our club where it is right now," coach Tim Floyd said. "It's so important for everybody. Just having a consistent scorer sure eases the discomfort that we're in right now."
His early-season slump is over. Brand made the official declaration after the first game of the recently concluded seven-game trip, when he shot 7-for-14 against Houston. Since then, save for a 5-for-16 clunker against Utah, Brand has shot at least 44 percent in every game and 50 percent or better in four of the eight. His shooting percentage has climbed back to a respectable 42.3 percent. Brand shot 48.2 percent last season.
Then again, with several veterans on the Bulls last season, Brand didn't have to juggle the title of leader with go-to scorer.
"I just do my best to talk to the young guys, keep their spirits up," Brand said. "But I mostly try to lead by example_play hard and keep them playing hard. This is only my second year in the league, so I have to focus on myself as well. I have to keep myself upbeat and keep myself playing hard."
Floyd doesn't want to think about where the Bulls might be without Brand. Where they are with him is tough enough. But he also makes sure never to take his talents and his consistency for granted.
"You like to have the percentage he's shooting of late as opposed to what he was shooting earlier," Floyd said. "Those numbers can even increase if we can get him to the foul line like he was last year.
"But beyond all that, I know this: We're lucky to have him."

Telenor to Provide High-Speed Sealink Service for Two Brittany Ferries Now With Agreement for Up To Eight Vessels
Telenor Satellite Services today announced that it has signed a three-year agreement with Brittany Ferries with headquarters in Roscoff-France, to provide high-speed data communications via satellite.
Under terms of the agreement, Telenor will provide Ku-Band service for two Brittany vessels, the Val de Loire and Brittany's newest vessel the Pont Aven, with an option to install as many as six additional Sealink systems for the rest of the company's ferry fleet.
Operating at speeds up to 192 kbits per second, Telenor's Sealink service allows guests and crew to enjoy greater access to e-mail, fax services, and telephone service. The service provides high-speed data communications coverage throughout Western Europe.

Teenage Killer Leaves Suicide Note
A bullied teenage outcast with radical views scribbled a suicide note bidding farewell to his family before unleashing an indiscriminate killing campaign at his high school, police said Thursday.
As the grim details emerged of a premeditated massacre by a youth consumed with anger against society, stunned Finns mourned the victims of his deadly rampage. Flags across the Nordic nation flew at half staff.
Armed with a semiautomatic handgun and 500 rounds of ammunition, 18-year-old Pekka-Eric Auvinen emptied nearly 20 rounds into some of his eight victims Wednesday, police said.
He also tried to set the school building on fire in what police said was a well-prepared attack that Auvinen had foreshadowed in Internet postings.
Grieving students placed candles outside the sealed-off high school in Tuusula, some 30 miles north of the capital, Helsinki.
A day of mourning was declared and memorial services were held across the country, including in Tuusula, a town of 34,000 people, where a church was turned into a crisis center with experts on hand to offer comfort.
The president attended a memorial service in the capital.
"The violence at the Jokela school center has shocked us to our very core. This unbelievable incident has rendered us speechless in pain and distress," Bishop Mikko Heikka told the mourners in Helsinki Cathedral.
Police said Auvinen left a suicide note "saying goodbye to his family and a message ... indicating his will against society." They said he appeared bent on causing maximum bloodshed as he opened fire.
Police also seized books and other printed material that suggested Auvinen was angry at society and was planning an attack.
"His opinions were extreme and he had radical thoughts," police spokesman Jan-Olof Nyholm said, adding there was no indication Auvinen was affiliated with any political movement.
Investigators believe Auvinen revealed plans for the attack in postings on YouTube in which he urged revolution and grinned after taking target practice with a handgun.
One posting called for a popular uprising against "the enslaving, corrupted and totalitarian regimes."
"I am prepared to fight and die for my cause. I, as a natural selector, will eliminate all who I see unfit, disgraces of human race and failures of natural selection," the posting said.
Finnish media said he posted similar messages in chat rooms just hours before the shooting spree.
Apparently selecting his victims randomly, Auvinen killed six fellow students, the school nurse and the principal before turning the gun on himself, police said. More than 400 students aged 12-18 were enrolled at the school.
"There's nothing that links him with the victims except that they attended the same school," Detective Superintendent Tero Haapala told The Associated Press. "But the explanation can be found mainly in his Web writings and his social behavior."
Haapala described Auvinen as a social outcast who was "bullied in school." He did not provide details but suggested that the bullying may have helped lead to the violent behavior.
"You can say that the motive is still open," Haapala said.
Investigators gave a chilling account of the mayhem, which started just before noon and ended two hours later when police found Auvinen in a bathroom near the school cafeteria with a gunshot wound to his head. He died at a hospital a few hours later.
Police found 69 shells at the scene, suggesting Auvinen fired at least as many shots. The victims were shot in the head or the upper body _ some only a few times, others almost 20, Haapala told a news conference.
The killer also tried to start a fire. He doused the floor and walls of the school's second floor in a flammable liquid but failed to ignite it, Haapala said.
Auvinen shot the victims with a .22-caliber Sig Sauer Mosquito pistol, police said, adding that about a dozen other people were injured as they tried to escape from the school.
Police said Auvinen, who had no previous criminal record, belonged to a gun club and got a license for the pistol on Oct. 19. He allegedly bought the gun days before the attack from a local gun store along with 500 rounds of ammunition.
Finland has the highest rate of gun ownership in Europe, and the third-highest in the world, according to the Geneva-based Small Arms Survey, but gun violence is relatively rare.
While some international gun-control groups linked the school shooting to the availability of firearms in Finland, there were no immediate calls for stricter gun laws in the Nordic nation.
The Interior Ministry said Finland has some 650,000 licensed gun owners _ about 13 percent of the population of 5.2 million _ many of them hunters.
